Allow members to opt-out of individual categories

It would be nice for using the smtp api to send different types of mail as different categories and allow members to optout of specific categories, say a friend request vs. a private message notification.

We actually have made some internal progress on this, but it has not yet gotten to the point of being release ready.

Probably not what you want to hear, but thanks for pinging me and I'll make sure to harass the teams to try to finish this up.
