Display a sticky legend until provisioning has completed

Will be great a sticky message or legend is displayed until provisioning has completed.

This is a bummer because there is no clear indication when or how the account will be provisioned.

When logged in, you only see it once and then no other notification or status of your account is displayed in your overview.

Having a cleared presentation of that information will reduce the attempts from developers trying to send emails "until it works" because sometime they don't receive the provisioning email.

Also, will reduce the anxiety, granted.
