No the Grid is not down, everything is operating as expected. You may want to try using telnet to diagnose or debug the problem

I am also getting this error and when I test with telnet
# telnet smtp.sendgrid.net 25
Trying 174.36.32.204...
telnet: connect to address 174.36.32.204: Connection refused
I suspect this is the expected response
I am testing using your PHP test script using the Swift library and yes, it's been modified to use my account username and password. -
